The National Science Foundation (NSF) seeks qualified candidates for the
position of Chief Program Manager of the U.S. Antarctic Program located
in Antarctic Infrastructure and Logistics (AIL)in the Division of Polar
Programs(PLR), Directorate for Geosciences (GEO). The position is a full
time permanent position and will be based in Arlington, Virginia.

The successful candidate will have the following responsibilities:
-The incumbent will be responsible for executing the approximately $250
million annual AlL budget (FY 2016). This includes the preparation,
review and management of annual program plans for each USAP support
agency. The incumbent provides the Section Head AlL with recommendations
based on 'cost-to-complete" Polar Research Support projects;
-The Chief Program Manager serves as the Contracting Officer's
Representative (COR) for the Antarctic Support Contract;
-The Chief Program Manager will manage the program staff members who
serve as activity based managers for technical areas;
-The incumbent is responsible for coordinating the day-to-day activities
of all military and civilian support contractors;
-Contributes supportive coordination for health, safety and
environmental functions in Antarctica under the primary responsibility
of other PLR staff and the Commander, Support Forces Antarctica who
determines the safety and feasibility of operations in Antarctica
involving support functions, primarily aircraft and ship related
functions, that are provided by military (including USCG) support units;
-Assess the feasibility of providing requested services throughout the
USAP enterprise. This includes all station, ship, vehicle and aircraft
operations that function under NSF contract or grants;
-Chief Program Manager will provide day-to-day supervision of the
Antarctic Station Managers and Activity Based Managers, and other AlL
staff. This includes the development of performance plans, individual
development plans, and annual performance evaluations;
-On behalf of the Section Head, AlL, the incumbent ensures that adequate
review, reporting, and inspection procedures are conducted in order to
monitor the progress of operations, logistics and customer services in
Antarctica;
-The Chief Program Manager may periodically deploy to Antarctica for
general oversight duties, or to serve as the National Science Foundation
Representative or as the Senior US Representative, Antarctica as
required;
-Responsible for monitoring and overseeing PLR/AIL actions to further
equal employment opportunity, fairness in personnel selection,
encouragement and recognition of employee achievements, equitable
treatment of women, minority group employees, and persons with
disabilities, and sensitivity to providing opportunities for the career
development needs of all employees;
-The incumbent is responsible for implementing internal controls to
prevent or deter the waste, fraud and abuse of government resources.
This includes responsibility for supporting the A-123 internal controls
process and reporting for AlL; and
-The incumbent will be responsible for serving as the Acting Section
Head, AlL in the Section Head's absence.

Incumbent must be able to pass a physical examination meeting the
standards for USAP medical screening for travel to Antarctica.

The National Science Foundation (NSF) seeks qualified candidates for the
position of Facilities Construction and Maintenance Manager in Antarctic
Infrastructure and Logistics (AIL)in the Division of Polar
Programs(PLR), Directorate for Geosciences (GEO). The position is a full
time permanent position and will be based in Arlington, Virginia.

The Facilities Construction and Maintenance Manager has overall
responsibility for minor facilities project management and facilities
maintenance at U.S. Antarctic Program (USAP). This position has
responsibility for working closely with other AIL managers responsible
for logistics, operations, science support and information technology.

The successful candidate will have the following responsibilities:
-Working with contracted architectural and engineering firms, the NSF
Antarctic Support Contractor (ASC), and/or other Federal agencies that
can provide engineering, technical analysis, oversight, and other
construction management expertise. The responsibility is especially
challenging because the continent lacks indigenous sources of services,
labor, and materials. Moreover, the design and engineering criteria for
facilities must meet the requirements imposed by the extreme
environments encountered;
-Directing, coordinating and reviewing the activities of U.S. Government
technical consultants (primarily representing PACDIV, a Naval
engineering command; and the U.S. Army Cold Regions Research and
Engineering Laboratory) and civilian contractors and consultants
performing facilities-related requirements studies, conceptual and
architectural designs, engineering analyses, site evaluation, cost and
schedule estimating, procurement and transportation of materials and
construction. In addition, overseeing the development and implementation
of facilities construction plans and developing renovation requirements.
These functions must be coordinated and monitored to ensure the orderly
and logical sequencing of events that results in a safe, efficient and
cost-effective infrastructure that meets the objectives, budgets and
logistics constraints of the USAP; and
-Overseeing and performing facilities inspections and acceptance on
behalf of the US government and issue occupancy certificates in
accordance with the NSF A-123 process. Providing input to annual
financial statement audit activities and reviewing contractor-furnished
reports on real property depreciation and deferred maintenance
activities.

The Facilities Construction and Maintenance Manager will be responsible
for periodically deploying to Antarctica to perform oversight
responsibilities, and may also serve as the National Science Foundation
Representation, Antarctica (NSFREP).
