The National Science Foundation (NSF) seeks qualified candidates for the
position of Aviation Program Manager in the Antarctic Infrastructure and
Logistics (AIL) Program in the Division of Polar Programs(PLR),
Directorate for Geosciences (GEO). The position is a full time permanent
position and will be based in Arlington, Virginia.

The successful candidate will have the following responsibilities:
-Overall responsibility and technical oversight for the planning and
development of airfield and in-flight navigation systems that support
flight operations in Antarctica;
-Planning and oversight for the maintenance of NSF’s fleet of LC-130
aircraft;
-Assisting in the development of the annual aviation program for
Antarctica;
-Providing technical expertise in the development of aviation support
and procurement contracts;
-Integrates requirements into aviation support contracts; conducts risk
assessments for the use of other types of aircraft in Antarctica
(including UAV’s);
-Coordination with other organizations within the Federal government and
other National Antarctic Programs for use or oversight of other aircraft
in Antarctica;
-Conducting assessments of the feasibility and utility of proposed
emergency landing sites in Antarctica; and
-Providing aviation expertise to the Antarctic Sciences and Arctic
Sciences Sections.

Incumbent must be able to pass a physical examination meeting the
standards for USAP medical screening for travel to Antarctica.

The National Science Foundation (NSF) seeks qualified candidates for the
position of Management and Program Analyst in olar Environment, Safety
and Health (PESH) Section in the Division of Polar Programs (PLR) in the
Directorate for Geosciences (GEO). This full-time permanent position is
based in Arlington, Virginia.

The Management and Program Analyst will conduct analyses, prepare
evaluations, coordinate activities, and provide advice to management in
Program Management and Improvement and Financial Resources Management.
PESH develops policy and oversees the environmental, safety and
health, physical qualification screening, and medical care aspects of
research and operations conducted in polar regions.

The National Science Foundation (NSF) seeks qualified candidates for the
position of Senior Advisor for Cost Analysis and Budget Planning (CA&BP)
located in the Division of Polar Programs (PLR), Directorate of
Geosciences (GEO). This full-time permanent position is based in
Arlington, Virginia.

The individual selected for this position will serve as the Senior
Advisor for Cost Analysis and Budget Planning (CA&BP). The incumbent
serves the Division Director, Division of Polar Programs (PLR) and is a
key member of the PLR senior management team. The incumbent will have
the following duties:

-Develops independent cost models and other means such as sophisticated
statistical models by which to evaluate costs of operations and
effectiveness of activities in both the Arctic and Antarctic programs in
aid of decision making. This entails amalgamating and maintaining
extensive databases needed for quantitative modeling;
-Oversees and coordinates the preparation of the OMB and Congressional
budgets on behalf of PLR;
-Provides critical analyses for use by the PLR Director and to inform
GEO leadership in budget presentations, hearings and Congressional
testimony. Develops budget materials incorporating PLR's
scientific/technological goals, priorities and plans;
-Prepares budget information materials to inform the PLR subcommittee of
the GEO Advisory Committee and other external science community
oversight and stakeholder groups;
-Provides a central financial focal point for the formulation of the
PLR's goals, objectives and priorities and integrating the scientific
and technical priorities into effective policies, strategies, programs
and budgets; and
-Serves as a senior advisor to the Director of PLR in
preparing relevant analyses to serve as a basis for major decisions in
priority setting, division and program planning and internal financial
management, and for translating budgetary decisions into effective
operational activities.
