DUTIES:
Serves as Deputy Executive Director under the Executive Director.
Assists the Executive Director in developing and administering reviews
of Arctic issues and agency research programs and development of the
technical reports, recommendations, and publications of the Commission.
Works with the Executive Director in the construction and maintenance of
the Commission's Strategic Plan, seeks the advice of Commissioners and
Commission Advisors and maintains a file of potential changes for the
next Strategic Plan Review. Assists in formulating the Commission's
annual budget request based on the Strategic and Performance Plans.
Works on the production of the Commission's Annual Report to the
President and Congress assuring that it is issued in a timely and
efficient manner and widely distributed. Maintains contact with the
IARPC agencies and reports to the Executive Director and the
Commissioners on agency developments, initiatives, and problems.
Maintains liaison with the community of Arctic researchers through
attendance at scientific meetings, planning sessions, and visits to
research institutions and organizations. Participates in arranging
Commission meetings.

QUALIFICATIONS REQUIRMENTS: Applicants must have 52 weeks of specialized
experience which is in or directly related to the position to be filled
and which has equipped the applicant with the particular knowledge,
skills, and abilities to successfully perform the duties of the
position. To be creditable, specialized experience must have been at
least equivalent to the next lower grade level in the Federal service.
Applicant must be a citizen of the United States.

YOUR STATEMENTS SHOULD BE SUPPORTED BY EXPERIENCE AND/OR EDUCATION
LISTED IN YOUR SF-171, OF-612, OR RESUME.

  1. Knowledge of Arctic research and the current trends in natural
    science research.
  2. Ability to write technical and policy reports and recommendations.
  3. Knowledge of national and international research program management,
    planning and policy setting.
  4. Ability to communicate orally with a variety of audiences.
  5. Knowledge of budget preparation.

Applicants with competitive status must submit a copy of their most
recent SF-50 (Notification of Personnel Action), or their SF-50 showing
conversion to career or career-conditional appointment.

Individuals who have special priority selection rights under the Agency
Career Transition Assistance Program (CTAP) or the Interagency Career
Transition Assistance Program (ICTAP) must be well qualified for the
position to receive consideration for special priority selection. You
must submit appropriate documentation such as a RIF separation notice,
SF-50, Notification of Personnel Action, or other proof documenting your
priority consideration status at the time of your application.

The Defense Authorization Act of November 18, 1997, extended veterans'
preference to persons who served on active duty during the Gulf War from
August 2, 1990, through January 2, 1992. The law grants preference to
persons otherwise eligible and who served on active duty during this
period regardless of where the person served or for how long. The law
also authorizes the Secretary of each military department to award the
Armed Forces Expeditionary Medal for services in Bosnia during the
period November 20, 1995 to a date to be determined. The award of the
Medal is qualifying for veterans' preference. More information on

To claim 5-point Veterans' Preference, attach a copy of your DD-214,
Certificate of Release or Discharge from Active Duty, or other proof of
eligibility. To claim 10-point Veterans' Preference, attach a SF-15,
Application for 10-point Veterans' Preference, plus the proof required
by that form. If you have severe disabilities or are a 30% or more
disabled veteran, you may be considered under special hiring authority.

"Self-Identification of Handicap." In addition, compensable veterans
must submit a letter from the Veterans Administration dated within the
